Production Tax Credit Bill in Hawaii Legislature

An important bill that will offer tax credits for labor expenditures on productions shot in Hawaii is set to be heard in Senate and House committees of the Hawaii Legislature on Friday, Feb. 27.

This legislation will expand Hawaii’s current tax incentive for motion picture, television, film production and digital media to keep pace with national and international competition.

The Governor’s ‘Supplemental Budget’ is due out on January 23rd and the state of the state speech will be January 26th.

Tax Credits -- The Screen Actors Guild will be introducing a film industry tax credit bill, which may have a better chance of passing this year since the budget is looking better and taxes from new construction are likely to increase in the near future. Last year tax credit legislation failed to move forward in the legislature due to budget concerns, HB 540 and HB 684. Labor and Business committees will likely meet in mid-February.

Meanwhile, the Hawaii State AFL-CIO will likely be working on defending workers compensation, requiring neutrality in organizing by companies that have state contracts, family leave, prescription drugs, and worker retention legislation.

Governor Promotes Digital Tech -- The legislature in Hawaii is just about to get underway but in the meantime, according to The Honolulu Advertiser, the governor has been courting high tech firms such as Sony to promote the state digital technology industry.

Technology Conference Supports Digital Media, Visitor Industries:

" Sony Corp.'s president wants to help make Hawai`i a center for broadband technology, and he has a friend in Gov. Linda Lingle to do it. Sony President Kunitake Ando said he thinks technology could transform Hawai`i, turning it into a hub for digital movie making and enhancing the tourist experience with digital signs, electronic data cards and information on handheld computers." (The Honolulu Advertiser, January 14, 2004 [7]).

Labor Classes in Pearl City -- The Center for Labor Education and Research (CLEAR) welcomes HGEA members to enroll in the following classes. CLEAR is located on the University of Hawaii-West Oahu campus in Pearl City.
To enroll in any of the CLEAR classes, you need to submit an enrollment form with payment to CLEAR as early as possible. Ten dollar ($10) late registration fee per class will be charged for enrollments received less than seven (7) days prior to first night of class.
